Assists government procurement agencies develop acquisition strategies, work statements, evaluation plans and qualify vendors. Involved through the entire acquisition life cycle, from pre-award planning through solicitation preparation, contract award, contract administration and contract close-out. Applies knowledge of the defense acquisition process in the analysis and improvement of acquisition process policy and procedures to devise strategies for deploying and implementing new acquisition policy initiatives and measuring the effectiveness of implementation. Uses quantitative analytical techniques to assess system acquisition process issues and develop risk reduction/mitigation approaches for improving acquisition/program planning, control, and execution. Participates in developing acquisition plans, source selection documents (including evaluation criteria), Independent Government Cost Estimates, justifications and approvals, synopses, and requests for proposals/quotes/bids. Assists with the development of pre-award technical documentation (solicitation, IGCE, Technical Evaluation Plan (TEP) and Technical Evaluation Report).
Job Requirements
Requires Bachelor's degree or equivalent and eight+ years of related experience. Master's degree preferred.
Overall Assignment Description: As a senior acquisition specialist, perform the following:
*.Participate in development of acquisition strategy planning briefs and documents for both existing IT contracts and any follow-on contracts.
*.Provide recommendations for Contract Line Item Number structure and descriptions applicable to the contract type, scope, value, and funding make-up.
*.Provide recommendations for program unique contract clauses compatible with approved acquisition strategy and appropriate to foster attainment of program objectives.
*.Prepare and coordinate delivery orders, task orders, requirements documents, or performance statements, as applicable.
*.Provide recommendations for solicitation instructions; basis of award; and evaluation factors, criteria, and standards.
*.Ensure documentation and control of business & technical baseline
*.Capture risks/opportunities and track mitigation steps to closure
*.Collaborate with requirements team to ensure delivery of defined capabilities are reflected within schedule
*.Collaborate with outreach team to provide status updates to stakeholders
*.Provides contracting support
